On June 17, 1993, Cheryl Duggan discovered a gruesome crime scene at her twin sister Lynn’s apartment in North Vancouver—Lynn, 34, was never seen alive again. The Duggan family immediately suspected Brock Graham, a former VPD officer Lynn had dated briefly. While police were initially hesitant, suspicion eventually fell on Graham, though he remained silent. In 1996, before justice could be served, Graham struck again—this time in Campbell River, where his live-in girlfriend, Patti Ducharme, a mother of four, was found murdered in a manner eerily similar to Lynn’s presumed killing.
